Why is Victoria exporting water?

Even with the recent meager rains, I think we all realise that Victoria is facing quite a bad drought (my fiance’s fruit trees aren’t looking to good at the moment). My friend Jordan has been harping on a while about how ridiculous it is that Australia exports all this water in the form of rice, cotton and beef (amongst other things), and Environment Victoria have an interesting post about it. 70% of Australian water is used in agriculture, and between 80 and 95% of rice, cotton and dairy products are exported. It’s economics gone a bit mad. And no, I don’t think that answer is to start damming rivers is the right answer nor a desalination plant that’s going to cost a lot more then $400 million, not to mention the energy required to run it.
